Die SPÖ fordert 40.000 Maßnahmen für Langzeitarbeitslose. Die Corona-Krise verschlechtert die Situation auf dem heimischen Arbeitsmarkt, insbesondere Langzeitarbeitslose haben es auf dem Arbeitsmarkt schwer. Uns ist klar, dass wir jetzt eine gezielte staatliche Joboffensive brauchen, um diesen Menschen eine ehrliche Chance und Zuversicht zu geben. Unser Vorschlag: Die 40.000-Kampagne für Langzeitarbeitslose. Seit Ausbruch der Pandemie ist die Arbeitslosigkeit in Österreich doppelt so stark gestiegen wie in Deutschland. Wir erleben einen Winter mit Rekordarbeitslosigkeit. Ende Januar wurden 535.470 Menschen als arbeitslos oder in AMS-Ausbildung registriert, das sind 114.769 mehr als im Januar 2020. “Die Pandemie verschärft die Probleme, insbesondere dort, wo es den Menschen zuvor schwerfiel, auf dem Arbeitsmarkt Fuß zu fassen ihre eigenen “, sagt Dr. Pamela Rendi-Wagner. Besonders betroffen sind Langzeitarbeitslose. Die Zahl der Langzeitarbeitslosen betrug Ende Januar 139.818. Das ist eine Steigerung von 43,6 Prozent gegenüber dem Vorjahr. Es wird immer deutlicher, dass sich der Arbeitsmarkt nicht selbst reguliert. Die Arbeitslosigkeit verschwindet nicht von alleine “, betont Rendi-Wagner. Es ist ihnen klar: Gezielte und entschlossene Maßnahmen der Politiker” sind erforderlich, um die Rekordarbeitslosigkeit erfolgreich zu bekämpfen und den Menschen neue Möglichkeiten und Vertrauen zu geben. ” Um die Arbeitslosigkeit zu bekämpfen, muss die Wirtschaft durch Investitionspakte gestärkt und stimuliert werden. Gezielte Beschäftigungsprogramme sind erforderlich, um Menschen zu unterstützen und ihnen eine ehrliche Gelegenheit zu bieten, die trotz aller Bemühungen seit mehr als einem Jahr keinen Arbeitsplatz mehr finden „Diese Chance haben sie nur mit Hilfe des öffentlichen Sektors – so ehrlich muss man sein“, sagt Rendi-Wagner. Es sollen 40.000 öffentlich finanzierte neue Arbeitsplätze in öffentlichen Einrichtungen, gemeinnützigen Vereinen und Sozialunternehmen geschaffen werden (z. B. Unterstützungsdienste für pflegebedürftige Menschen, organisatorische Unterstützung für Test- und Impfstraßen, Instandhaltung von Grünflächen und Parkflächen). Jobs in Gemeinden, gemeinnützigen Organisationen oder Sozialunternehmen schaffen eine Win-Win-Situation für die Betroffenen und Gemeinden. Im ersten Jahr gibt es eine volle staatliche Finanzierung (150 bis 270 Millionen Euro), im zweiten Jahr eine Kofinanzierung. Die Kampagne trägt dazu bei, dass Langzeitarbeitslose nicht zurückgelassen werden und die Koronapandemie nicht zu einer Armutspandemie wird. Aktion 40.000 baut auf dem Konzept der Aktion 20.000 auf – der erfolgreichen Joboffensive für ältere Langzeitarbeitslose über 50 Jahre, die jedoch von Türkis-Blau abgeschaltet wurde – und sollte für alle Altersgruppen offen sein. “Es ist sinnvoll, jetzt eine Joboffensive vorzubereiten und so schnell wie möglich zu starten”, betont unser Sozialsprecher Josef Muchitsch, damit Tausende von Menschen nach der Krise nicht zurückbleiben. Er macht deutlich: “Unser Aktionsvorschlag 40.000 kostet den Staat weniger als die Almosenkampagne der Bundesregierung mit den einmaligen Zahlungen für Arbeitslose.” Die Bundesregierung macht einen großen Fehler bei der Bekämpfung der Rekordarbeitslosigkeit, sagt Muchitsch: “Sie mildert die Rekordarbeitslosigkeit, unternimmt aber nichts dagegen”, sagte der Sozialsprecher, für den es eindeutig nicht ausreicht, nur auf das Wirtschaftswachstum zu warten. Bürgermeister und kommunaler Sprecher Andreas Kollross betont: „Wir müssen diese Bundesregierung wachrütteln, damit es endlich eine aktive Beschäftigungspolitik in unserem Land gibt. Es ist Zeit für den Staat, seine Verantwortung für die Menschen zu übernehmen, die auf dem freien Markt kaum Chancen haben. „Die 20.000-Kampagne war ein voller Erfolg – mehr als ein Drittel der Teilnehmer blieb danach in Beschäftigung. „Darauf wollen wir mit der 40.000-Kampagne aufbauen“, sagt Kollross. Die Genehmigung des SPÖ-Antrags wird für den Bundeskanzler zu einem „Empathie-Elch-Test“, sagt Kollross: „Maximal 270 Millionen Euro für Langzeitarbeitslose oder 210 Millionen Euro für Eigenwerbung.
