Dementsprechend hat Oberösterreich derzeit die niedrigste Arbeitslosenquote aller Bundesländer im Vergleich zu 7,3 Prozent (Österreich: 11 Prozent, Dezember 2020) und auch die niedrigste jährliche Arbeitslosenquote im Jahr 2020 mit 6,5 Prozent (Österreich: 9,9 Prozent). Thomas Stelzer unter Bezugnahme auf die Analysen der beiden Experten Christoph Badelt, Leiter des Österreichischen Instituts für Wirtschaftsforschung (WIFO) und Monika Köppl-Turyna, Direktorin des Forschungsinstituts EcoAustria, die einen vorsichtig positiven Ausblick auf die absehbare weitere wirtschaftliche Entwicklung, insbesondere in Oberösterreich, gaben. Ebenso sind in Oberösterreich derzeit fast drei Stellen für alle offen Für eine Lehre gibt es in anderen Bundesländern einen Mangel an Lehrstellen, wie Stelzer betonte. Und schließlich exportierte Oberösterreich im Krisenjahr 2020 mehr als jedes andere Bundesland (Statistik Österreich, Januar bis Juni). All dies ist ein wichtiger Hoffnungsschimmer am Horizont, denn jeder zweite Job in Oberösterreich hängt vom Exportgeschäft ab. Die Analysen und Prognosen asts ermutigen mich, die Themen Beschäftigung und Wirtschaft auch in der gegenwärtigen Phase des Krisenmanagements in den Mittelpunkt der politischen Arbeit zu stellen. Denn auch wenn wir die Gesundheitskrise überwunden haben, wird die Wirtschaftskrise länger bei uns bleiben. Unser Fokus im Jahr 2021 liegt daher auf: Beschäftigung, Ausbildung und Anregung “, betont Gouverneur Stelzer. Das Land Oberösterreich wird daher die Stärkung des Staates mit mehreren Initiativen unterstützen: Die Oberösterreichische Zukunftsstiftung soll Menschen fangen und wieder in Arbeit bringen: Laut Stelzer ist diese Stiftung das “mächtigste Instrument, um Betroffene zu fangen” durch Arbeitslosigkeit und bringen sie schnell wieder in Beschäftigung “. Besonderes Augenmerk wird auf die gezielte Weiterqualifizierung von Arbeitslosen gelegt. Primäres Ziel ist es, die 16.000 offenen Stellen schrittweise besetzen zu können. In den nächsten Tagen wird Wirtschaftsminister Markus Achleitner die Öffentlichkeit über weitere Einzelheiten zum Start der Oberösterreichischen Zukunftsstiftung informieren. Staatliche Investitionen zur Ankurbelung der Wirtschaft: Um die Nachfrage anzukurbeln und Arbeitsplätze zu sichern, kommen aus dem „Oberösterreich-Plan“ zusätzliche Investitionen in Höhe von 1,2 Milliarden Euro. Insgesamt wird dies nach Wirtschaftsprognosen letztendlich oberösterreichische Gesamtinvestitionen in Höhe von 2,5 Milliarden Euro und einen langfristigen makroökonomischen Nachfrageeffekt in Höhe von 4 Milliarden Euro auslösen. Unterstützung für Unternehmenserweiterungen und -verlagerungen: Im vergangenen Jahr wurden mit Unterstützung der Standortagentur Business Upper Austria 137 Unternehmensumzüge und -erweiterungen durchgeführt. Allein mit diesen Projekten wurde ein Investitionsvolumen von 689 Millionen Euro verlagert und eine Vielzahl neuer Arbeitsplätze geschaffen. “Es ist erfreulich, dass derzeit 7600 Unternehmen in Oberösterreich Kurzarbeit leisten und damit 79.000 Arbeitnehmer vor Arbeitslosigkeit schützen”, lobte Stelzer. WIFO-Chef Badelt sieht es. Die Wirtschaft in den Sperren war von direkten Schließungen der relevanten Wirtschaftssektoren – Tourismus, Kunst, Kultur, persönliche Dienstleistungen – etwas weniger betroffen als das übrige Österreich. Im Vergleich zum Rest des Landes wurden weniger Menschen in Oberösterreich arbeitslos und mehr waren knapp -zeitarbeit, sagt EcoAustria-Direktor Köppl-Turyna, der auch gute Arbeit im Bundesland bezeugte. “Die Tatsache, dass Oberösterreich die Krise auf dem Arbeitsmarkt besser übersteht als andere Bundesländer, hat strukturelle Gründe – wie eine starke Industrie . Die WIFO erwartet jedoch für 2021 eine etwas günstigere Entwicklung in Oberösterreich als für Österreich insgesamt (2,5 Prozent Wachstum in der zweiten Jahreshälfte), da die Schwierigkeiten in der Branche, die im Frühjahr 2020 dominierten, nicht so groß sein sollten mit der aktuellen Sperre. “Das absehbare Ende der Pandemie ist die Voraussetzung für einen nachhaltigen Aufschwung”, ist Badelt optimistisch.

The state of Upper Austria will therefore support the strengthening of the state with several initiatives: The Upper Austria Future Foundation is supposed to catch people and get them back into work: According to Stelzer, this foundation is the “most powerful tool to catch people affected by unemployment and quickly get them back into employment”.
